Certified First-Time and Non-First Time Homebuyers’ Program Southern United Neighborhoods is certified by the Louisiana Home-buyer Education Collaborative to provide the home-buyer education that is required as a part of eligibility for the Bond Loan Program and City of New Orleans Soft Mortgage Program.
